MSIT to enforce Enforcement Decree of the Framework Act on Promotion of Data Industry and Data Utilization


The Ministry of Science and ICT (MSIT, Minister: Lim Hyesook) announced that the Enforcement Decree of the “Framework Act on Promotion of Data Industry and Data Utilization” (hereinafter referred to as “Framework Act”) will take effect from April 20. The Korean government enacted the Framework Act last October, which is designed to secure competitiveness in the data industry that will be driving the future growth. The Enforcement Decree is prepared as a follow-up to this Framework Act.

This Decree provides the legal foundation to organize and operate the Special Committee and a Secretariat that support the efficient operation of the National Data Policy Commission. Furthermore, it entails detailed information regarding the pan-governmental Data Industry Promotion Plan, along with qualification of data agents and criteria for data valuation agencies.

MSIT will continue to prepare subsequent measures to ensure that this new system can settle in fast.


ASEAN-ROK Award for Excellence in Science, Technology and Innovation


The Ministry of Science and ICT (MSIT, Minister: Lim Hyesook) virtually hosted the third ASEAN-ROK Award for Excellence in Science, Technology and Innovation in link with ASEAN-ROK STI workshop.

MSIT annually selects two outstanding scientists and grants Innovation Award that includes a prize of $12,000. This year’s awardees are Dr. Yanwei Lum, an assistant professor at the National University of Singapore and Dr. Muhammad Adly Rahandi Lubis, a researcher at the research Center for Biomaterials of Indonesian Institute of Sciences.

The fourth ASEAN-ROK STI workshop was followed with the theme of “Technology, Innovation and Entrepreneurship in the Post-Pandemic Economics,” discussing challenges and best policies. At the workshop, Indonesia introduced its national STI policies, and innovation cases in the video gaming industry along with changes in the nation’s corporate ecosystem and response measures in the post-pandemic era.


MSIT to hold a ministers’ meeting with Ghana


Minister Lim Hyesook of Science and ICT (MSIT, Minister: Lim Hyesook) held a virtual meeting on April 26 with Minister Ursula Gifty Owusu-Ekuful of Communications and Digitalization of Ghana. This was a follow-up meeting after their first face-to-face meeting held in November last year.

The meeting served as a venue where two ministers discuses cross-border cooperation. Minister Owusu-Ekuful introduced its national plan to foster a ICT R&D cluster and a strategy to nurture start-ups. Minister Lim said, in response, that Korea can support Ghana through diverse talent nurturing and talent exchange programs as well as policy consulting. She also suggested the establishment of an intergovernmental committee called “Korea-Ghana ICT Policy Dialogue” in a bid to discover and carry out a variety of international cooperation projects.
